   I think it would be a good idea for scouting to cost some brew bcoz ppl repeatedly scout again and again waiting 4 the right moment to strike . If it costed brew players will scout only if it is needed.

   Scouting totally hurts you though... It insta-kills all your troops and destroys all of your resources, even those under cap...
