Rally must be attacks against other player city, if I understand. If it is, I think the feature is underused because of the difficulty and the boringness of looking for other player you can fight on the map... If you develop a match making system or a feauture to find opponents based on level of crowns and distance, then it will be used. Change stats will not change the gameplay.
I agree that rallies are underused, but this new update to it is really dumb. 20% of deaths if defender loses against rally? That’s dumb. Now defense can die and this overall just makes PvP more attack oriented vs defense oriented. I’d say something like rallies increase the might of the attack by some percent (researchable to increase) to make it more powerful.
