Revamp TH Bracket For Quests

It has come to my attention that the bracket placements for TH levels is a bit unfair. Being in a bracket when you’re Th18 and need to compete with Th26 players isn’t the type of competition I think anyone is looking for.
My suggestion to potentially improve this system is by having every 2-3 TH levels be in a bracket together with slightly different or similar rewards to the already in place system. This would provide more growth in not only the realm but in competition amongst similar level players, instead of a one sided battle with a few very handful of players that dominate every quest by just completing one or 2 things and taking the competition by storm.
Would love to hear suggestions and more detailed ideas!
