Brackets

Right now I'm TH22 and at the top of the bracket. Tomorrow is Hardcore Construction. If I start a 7day TH upgrade will I stay in the 22 bracket or move to 23 even though my TH won't won't be finished?

You only move up a bracket after your TH is upgraded.

You will stay in your current bracket (22) for any quests when you have upgraded town hall, as well as any upcoming events (Any listed on upcoming list when you finish upgrade). Afterwards, you will be in next bracket.
