    Send in game feedback and tell the support team that you want to move to the same realm as Insert Friend's Username Here (just in case you got the realm # wrong, you may want to include the person's username)

    Oh, and make sure that you meet all of these requirements

    The process isn't fast, so you will have to be patient once you ask, but you'll probably get the process started faster if you go in game than if you try on an old/unrelated/random announcement in the forums.
