What level dragon spire do you need for 3 dragon matches?

Three dragon matches are cool, how far do I have to upgrade my dragon spire to get this?

3 dragon marches are not available to any players regardless of size at this time

3 dragons per march or 3 Dragon Marches? Illest is correct you cannot have the first only the second at about TH13
