I think the solution would be the ability to train them to the next level. Possibly at a percentage loss, due to “untrainable” or “dropouts”....

How about a way to “train” or “promote” troops to the next level? Militia can be trained to be Guards, Guards to Knights etc. Wouldn’t have to...
