Hourly and event buckets

there needs to be a separate bucket for people that spend money.

like if you spend money you are placed in a money spending bucket for 1 week for each purchase.

so if you buy 3 packs in 1 day you are locked in for 3 weeks
if you buy a pack the next day that adds 7 more days
etc.
Then all the spenders can just keep dropping cash to try and best eachother and the rest of us mere mortals can fight on fair ground.
