Players should be able to earn shards for any dragon they have unlocked

I worked really hard raising march strength and buying allies to clear the land that held Salty. I wanted a second dragon to pair with Quartz for Grassland pvp offense/defense. I saved a large amount of dragon food in anticipation of the unlock in order to immediately raise Salty’s level into the 50s with my other dragons. However with limited Salty shards his rank remains low and the boost is minor over any other non-grassland, non-PvP dragon. Apparently Salty shards will only be given away in chests when a player reaches TH23 (I am TH18). Salty shards are not available in any hourly quest, and very rarely available in a major event leaderboard reward. The only shards I can receive are maybe 1 a day from a resource swap chest. Players should be able to receive shards for any dragon they have worked hard to unlock
