For me, I skipped TH13 and 14 and went right to 15. My reasoning is due to the buckets for events. Buckets are essentially the different brackets that TH's are grouped into for events (see below). TH15 happens to be at the top of a bucket and puts me in great position to contest for the top rewards in events.
